A processor

A processor is a chip packed with billions of those transistors, organized into circuits.
Those circuits can do simple things. Add two numbers. Compare two values. Move a bit from one place to another.
That's the whole job.

Wire enough of those circuits together, coordinate them with a clock, and run them billions of times a second.
You can run any program ever written.
