Ollama and LM Studio are not models
Programs such as Ollama and LM Studio help people download and run models locally.
They already contain or manage much of the surrounding machinery, including a model runner, tokenizer functions, a sampler, and the generation loop.
When one of these apps downloads a model file, it may look as if the model arrived as a complete program. The app already had the code needed to run it.
The Oracle is the model. The local application and runner put her to work.
