Where the program runs

The program outside the jar can live in different places.

With a browser app, much of the surrounding program runs on the provider’s computers. It cannot freely open files on Tom’s computer.

A downloaded app can also run programs on Tom’s computer. Those programs may be able to work with his local files, if Tom gives them permission.

But where an app runs is only one part of the story.
